Description

Technologies that convert solid waste, organic waste, and landfill gas into usable energy forms — electricity, heat, or biogas (biomethane). Includes anaerobic digestion, landfill gas capture, thermal waste treatment with energy recovery, and biogas upgrading to biomethane for grid injection or vehicle fuel.

Colombia Context

Colombia's TVC waste sector explicitly covers energy recovery from waste as an eligible green activity. PGIRS (Planes de Gestión Integral de Residuos Sólidos) at the municipal level increasingly include waste-to-energy components, particularly landfill gas capture. The NDC 2030 waste sector target aims for significant methane reduction from landfills. Major landfills like Doña Juana (Bogotá) and La Pradera (Medellín) have biogas capture systems, though utilization rates remain low. Coffee processing generates significant organic waste (pulpa, mucílago) suitable for biogas production in the Eje Cafetero. Ley 2169 (Acción Climática) reinforces waste sector emission reduction mandates.

EUDR Relevance

Indirect EUDR relevance: agricultural waste from EUDR-regulated crops (coffee pulp, cacao husks, palm oil mill effluent) can serve as biogas feedstock. Waste-to-energy from these residues supports circular economy approaches within EUDR supply chains.

CTH Data Coverage

CTH data coverage through the Origo platform tracks waste-to-energy project data in Colombia. CLP does not currently operate waste sector field programs. REIN Hub could support waste-to-energy startups, particularly those valorizing agricultural residues from coffee and cacao processing.

Green Finance Alignment

Triple-aligned green finance node. TVC covers waste energy recovery under Gestión de residuos. CBI Waste criteria include waste-to-energy with emissions thresholds. EU Taxonomy Activity 5.7 (Anaerobic digestion of bio-waste) and 5.10 (Landfill gas capture and utilisation) are directly applicable. Description

Technologies and systems for diverting organic waste from landfills through composting, vermicomposting, and other biological treatment processes. Includes industrial composting facilities, municipal organic waste collection systems, agricultural residue management, and compost-to-soil-amendment value chains.

Colombia Context

Municipal organic waste constitutes over 50% of Colombia's solid waste stream, with most still going to landfill. PGIRS increasingly mandate source separation of organic waste in major cities. Agricultural residues from coffee, sugar cane, banana, and palm oil production represent enormous composting potential. Colombia's circular economy strategy under CONPES 3874 promotes organic waste valorization. The NDC 2030 waste target depends partly on methane avoidance through composting diversion. Bogotá's Basura Cero program attempted citywide organic waste separation, providing lessons for national scale-up.

EUDR Relevance

Indirect EUDR relevance: composting of agricultural residues from EUDR-regulated crops (coffee cherry pulp, cacao pod husks) supports circular economy practices within EUDR-compliant supply chains. Compost application to soils can improve carbon sequestration on production land.

Advanced recycling technologies, materials recovery facilities (MRFs), sorting automation, chemical recycling, and waste-to-materials value chains. Covers both formal sector recycling infrastructure and integration of informal recycling networks.

Colombia Context

Colombia's recycling ecosystem is distinctive for its large informal recycling workforce — the recicladores de oficio — estimated at over 30,000 workers nationally, legally recognized through Constitutional Court rulings. CONPES 3874 (Economía Circular) and Ley 2232 (2022) on Extended Producer Responsibility for packaging are transforming the recycling landscape. EPR implementation under Ley 2232 requires producers to finance collection and recycling of packaging waste, creating new revenue flows to recycling infrastructure. Major cities (Bogotá, Medellín, Cali) have formal recycling programs integrating reciclador cooperatives. Colombia's recycling rate is approximately 17%, with targets to reach 30% by 2030.

Colombia Context

Ley 2232 (2022) is Colombia's landmark EPR legislation for packaging, requiring producers and importers to finance collection and recycling of packaging waste. Implementation is phased, with single-use plastic bans and packaging recycling targets. The TVC waste criteria recognize EPR-related activities as partially aligned — the policy framework enables green investment rather than being a green activity per se. ANDI (Asociación Nacional de Empresarios) coordinates industry compliance through collective PRO schemes. EPR builds on earlier Colombian regulations for specific waste streams: tires (Resolución 1457), electronics (Ley 1672), and batteries (Resolución 372).

CTH Data Coverage

Not covered by CLP or Sustenttia. EPR compliance technology — particularly digital tracking platforms for packaging waste flows — could be a niche REIN Hub vertical given the emerging compliance market created by Ley 2232.

TVC partial alignment — EPR is a regulatory enabler rather than a direct green activity, so it receives partial recognition. CBI does not have a specific EPR criterion. EU Taxonomy partial alignment through circular economy (Objective 4) enabling activities. EPR compliance obligations create predictable revenue streams that can support project finance for recycling infrastructure, even if EPR itself is not directly bond-eligible.
