CONPES 4075 (bioeconomy) positions Colombia as a global bioeconomy leader leveraging its status as the second most biodiverse country on Earth. The policy establishes priority value chains in natural ingredients, bio-based cosmetics, and pharmaceutical bioprospecting. The TVC includes bioeconomia as a standalone sector with criteria for sustainable harvest rates and community benefit-sharing. COP16 Cali (2024) reinforced the global framework for benefit-sharing from genetic resources (Nagoya Protocol), directly relevant to Colombia's bioeconomy ambitions.
