Colombia Context

Colombia's Ley 2169 (2021) Art. 14 establishes the national framework for Pagos por Servicios Ambientales (PSA), mandating the scaling of PES schemes across priority watersheds and high-biodiversity territories. The TVC classifies PSA under the conservation sector with criteria linked to measurable hydrological, carbon, or biodiversity outcomes. MinAmbiente's Programa Nacional de PSA currently operates in 28 departments, with highest concentration in Andean watersheds supplying major cities (Bogota, Medellin, Cali). The NDC 2030 relies on PES expansion to achieve conservation targets in buffer zones around national parks and indigenous territories. SISCLIMA tracks PES disbursements and ecosystem outcomes as part of Colombia's climate finance monitoring.
