Description

Policy frameworks and compliance systems requiring producers to take financial and operational responsibility for end-of-life management of their products and packaging. Covers EPR scheme design, producer responsibility organizations (PROs), compliance tracking platforms, and take-back system technology.

Colombia Context

Ley 2232 (2022) is Colombia's landmark EPR legislation for packaging, requiring producers and importers to finance collection and recycling of packaging waste. Implementation is phased, with single-use plastic bans and packaging recycling targets. The TVC waste criteria recognize EPR-related activities as partially aligned — the policy framework enables green investment rather than being a green activity per se. ANDI (Asociación Nacional de Empresarios) coordinates industry compliance through collective PRO schemes. EPR builds on earlier Colombian regulations for specific waste streams: tires (Resolución 1457), electronics (Ley 1672), and batteries (Resolución 372).

Green Finance Alignment

TVC partial alignment — EPR is a regulatory enabler rather than a direct green activity, so it receives partial recognition. CBI does not have a specific EPR criterion. EU Taxonomy partial alignment through circular economy (Objective 4) enabling activities. EPR compliance obligations create predictable revenue streams that can support project finance for recycling infrastructure, even if EPR itself is not directly bond-eligible.
