Description

Tracking, monitoring, and verification of progress toward Nationally Determined Contribution (NDC) targets under the Paris Agreement. Covers sectoral emission reduction tracking, adaptation outcome monitoring, and Enhanced Transparency Framework (ETF) reporting. Colombia committed to a 51% GHG reduction by 2030 (vs. BAU), making NDC tracking critical.

Colombia Context

Colombia's updated NDC (2020) commits to a 51% reduction in GHG emissions by 2030 versus BAU, one of the most ambitious targets in LATAM. Ley 2169 de 2021 (Acción Climática) is the legal backbone, establishing sectoral mitigation targets: energy (-11.2 MtCO2e), agriculture (-4.8 MtCO2e), waste (-3.2 MtCO2e), LULUCF (-42.3 MtCO2e), and industrial processes (-1.2 MtCO2e). SISCLIMA coordinates implementation across MinAmbiente, MinMinas, MinTransporte, MinAgricultura, and MinVivienda. The Comisión Intersectorial de Cambio Climático (CICC) is the high-level coordination body. Colombia's Estrategia a Largo Plazo de Carbono Neutralidad (E2050) targets net-zero by 2050. The Planes Integrales de Gestión del Cambio Climático (PIGCC) are departmental-level NDC implementation plans, with 32 departmental plans adopted. Colombia's Global Stocktake (GST) response at COP28 emphasized the need for increased international finance to meet NDC targets. The NDC Partnership supports Colombia's implementation through technical assistance.

EUDR Relevance

Direct NDC-EUDR overlap: the LULUCF sector target (-42.3 MtCO2e) relies heavily on reducing deforestation, which directly aligns with EUDR goals. NDC forestry targets and EUDR deforestation-free requirements are complementary but operate under different legal frameworks.

CTH Data Coverage

CTH data directly supports NDC tracking: CLP cohort enterprise emissions data contributes to sectoral baselines; Sustenttia diagnostics generate quantified environmental metrics aligned with INGEI methodology; REIN Hub field data provides ground-truth validation for LULUCF emissions factors. The CTH Platform aggregates 2,731 organizational records relevant to sectoral NDC monitoring.

Green Finance Alignment

Partial TVC alignment — NDC tracking is enabling infrastructure rather than a directly financeable activity. NDC implementation requires an estimated $40 billion in investment by 2030 according to DNP. GCF has allocated $300 million to Colombia for NDC implementation support. NAMA Facility funds sector-specific NDC actions in Colombia's energy and transport sectors.
