CT-XS-002 — MRV Platforms

Description

Measurement, Reporting, and Verification (MRV) platforms for greenhouse gas emissions, climate actions, and adaptation outcomes. Includes national GHG inventories, sector-level monitoring systems, enterprise carbon accounting, and digital MRV solutions. Colombia's SISCLIMA (Sistema Nacional de Cambio Climático) architecture relies on robust MRV for NDC tracking.

Colombia Context

SISCLIMA, coordinated by MinAmbiente and IDEAM, is Colombia's overarching climate information system. The Inventario Nacional de GEI (INGEI), prepared by IDEAM every two years, is the foundation of national MRV. Ley 2169 Art. 9 establishes the Registro Nacional de Emisiones, requiring large emitters (>50,000 tCO2e/year) to report annually. ICAT (Initiative for Climate Action Transparency) has supported Colombia in developing sector-level MRV for energy, transport, agriculture, and LULUCF. The RENARE registry tracks carbon credit projects and their verified emission reductions. IDEAM operates the SIRH (water resources), SMBYC (forest monitoring), and ICA (air quality) systems that feed into climate MRV. DANE (national statistics agency) provides activity data for GHG inventory calculations. Colombia's Third Biennial Update Report (BUR3) to UNFCCC was submitted in 2024, demonstrating improved MRV capacity. The MADS (Ministerio de Ambiente y Desarrollo Sostenible) is implementing the Enhanced Transparency Framework under the Paris Agreement.

EUDR Relevance

Indirect EUDR relevance: MRV platforms for forest monitoring (IDEAM's SMBYC) provide deforestation data that feeds into both NDC LULUCF reporting and EUDR commodity risk assessments. The same satellite monitoring infrastructure serves dual purposes.

CTH Data Coverage

CTH's Sustenttia diagnostic platform functions as enterprise-level MRV, measuring environmental indicators including energy consumption, waste generation, water use, and estimated carbon footprint for assessed companies. The CTH Platform (cth-api.cleantechhub.net) aggregates organisational data that can feed into sector-level MRV. REIN Hub field data provides ground-truth validation for agricultural emissions factors.

Green Finance Alignment

Partial TVC alignment — MRV is enabling infrastructure for green finance but not a directly financeable activity under TVC criteria. MRV capacity is a prerequisite for green bond reporting (use-of-proceeds verification). GCF readiness grants have funded MRV capacity building in Colombia through UNDP and GIZ implementing entities.
